Barangay Ipil-ipil envisions being the premier barangay in Catarman with a transparent, efficient, quality and accountable governance, economically progressive and self-reliant community pursuing a sustainable development program, environmentally balanced, for racial and faith concord in the achievement of peace promoting and protecting the right of every citizen, and provides a better quality of life to its citizenry.
